New mark-up plug-in

I just wrote an event plugin that converts straight quotes to smart quotes - where would I upload this to if I wanted to share it with the world?

Does it do something different than the existing serendipity_event_typoquote / "Markup: Smart Quotes" plugin from Spartacus? If so, maybe you could combine the two plugins and I can submit the changes to the official plugin.
