Unable to install new events plugin

All sidebar plugins work. Most activated event plugins seem to work. When I try to install new ones, however, something fails. I get the following message when clicking on the proivded serendipity link, and a smiliar one when clicking at a link at the top of the page:
Trying to open URL package_event_en.xml...
Permission denied
Notice: Permission denied in /home/u5/publicagent/html/cblog/bundled-libs/PEAR.php on line 848
Permission denied
(Also, when I first tried to set up Sparticus, I momentarily clicked off, so I'm not sure if something changed)

You may want to read the last post by Garvin on the following thread

Which says:
Sadly those messages mean that your webserver is firewalled and cannot create outgoing connections.
This means:
A. You cannot send trackbacks
B. You cannot use Anti-Spam methods like Akismet, SURBL or DNSBL
C. You cannot use Spartacus.

I read your comment and the link, but really don't think that this is the case. Here is why.
When I first set the site up I was able to choose and look at all of the different templates. Even after the site was running, I could still access this feature. Now when I attempt to view the available templates I get a similar message:

I think this is because like in the post that you referenced, something was started in Sparticus and not finished. So the settings are somehow now inaccurate. I have no idea where these settings are, or how to access them. But I never had a problem until this attempt. I have made no changes whatsoever to the structure of the website. There must be a simple way to fix this.

Hi!
Did you maybe change anything related to the Spartacus plugin, like the mirror settings?
Could it be that your provider added firewalilng just recently? Try to send a trackback to a foreign (or your own blog), does that work?

I don't really know what mirror settings are. When I try a trackback I get:
1 Danger Will Robinson, trackback failed.
In a new broswer.

Hi!
How do you try to do the trackback? Did you read the
www.s9y.org FAQ/docs what trackbacks are?
Trackbacks are not meant to be clicked in a browser. Automatted tools only use that, you cannot "manually" perform a trackback using the browser.
