Are PNGs relatively IE safe as background images?

Transparent PNGS will, at some point in the future, no longer be a problem in web design thanks to the release of IE7. However, there are millions of people still using <ie7.
I have personally experienced a lot of problems using transparent PNGS as foreground images... but it occurs to me, that this has never been a problem when they were background images.
I'm working up a new template. So far, I am sticking with either GIFs or JPGs.
Is it reasonable safe to make all BACKGROUND images PNGs, or am I better off sticking with GIFs & JPGS (no transparancy on jpg)???
