I want to do some marketing to people that visit my site. I would like to ask users to sign in to get email notifications of new features. Is there anyway to do this or is there a plugin?

You can send your new entries to one email-address. That can be a a mailinglist. And you can tell people to subscribe to that list.

And if you want, I can send you a bèta-version of my plugin to subscribe to a mailinglist (which is built from the Contact Form).

I know how to set up a mailing list. there are loads of php-applications for that purpose. but how can I send an email notification to a mailing list instead of filling in one email address?

Uhm, a mailinglist is a simple email address! So for the email address you enter the email address of the mailing list.
