plugin ordering issue

Why is it that all left side plugins have to come first in the list and right side ones go last?

It's very time consuming when you have 20 plugins in either sidebar and you want to add a new one to the top of the left side-bar. The up/down arrows work fine for small movements but can we get a numbering system for quick design changes in regards to plugin ordering?

Maybe you'd like to have a look at the Serendipity 1.1 betas; the plugin manager has been redone there to solve exactly that problem.
