Serendipity server

Hello all,
first of all, sorry if this has been discussed before, it is my first post. I browsed the forum but couldn't find anything matching my case exactly, if there is something similar a link would be sufficient.
I administer a medium-sized organization. I intend to provide my users with the ability to create their own blogs. However I am not sure if Serendipity can support this. Each blog would be maintained only by its creator (ie no multiple diferrent-access-level users).
The reason I am posting this is to ask if the above deployment has to be done with SEPARATE MySQL databases. Also, it seems that one copy of the Serendipity root must exist for each user. Is there a way that a 'template' is created and copied easily every time a new user comes, or this has to be done in a manual way?
Although a little unethical, one more question. Even though s9y is great, if there is a more appropriate application for my case someone can suggest, it would be greatly appreciated.
