issues with Styled Bar theme

Hiya All,
I like this theme, it's clean and simple. However, when I originally used it, it didn't work correctly with Firefox or Opera, but worked as you might guess with IE. I made a slight change to the CSS file, and move #top and #serendipity_banner items around, so now it works as it should do. However, you fix one thing you break something else, what happens now is that in IE, the top banner appears, but then there is a pause of upto 1 min or something before the rest of the page appears. This also happens in the Green Mile theme.
Both work great and load great in Firefox and Opera, but in IE, they appear to jam at load up. I've been looking at the CSS file as that's where I think the problem is.
Any advice?
