Suggestion for a Dual Language blog

Hi,
First I have to say thanks so far to many of you with the help of this forum I have managed to install serendipity and it is working fine despite the ç or á being displayed like a <?>. This only happens in the top frame where the title is and on the calendar, blog entries are fine. I've gathered it's a locales problem and may need more research for me to solve. The calendar doesn't bother me too much and I'm going to put an image on the top frame anyway.
My first question would be, how can I use the same s9y installation to manage an english and a portuguese version of the weblog? They would be selectable from a single start page and do not need to be connected together other than by a html nugget link.
Possible? Very complicated? How could I better do it?
