Admin doesnt display any menu links after upgrade

I upgraded and somehow the admin doesnt display the menu links anymore what has happened you reckon ?

I managed to get it working now,there were two authors in there, one was admin which for some reason had a cleartext password ! Only the admin user seems to be able to get the menus ?

Oh forgot to meantion the other user is an admin too but cant see the menus !
