iv just started using Serendipity blog system, im new to all this, i wanted to know whats the purpose of 'Build cached entries' facility? in the Serendipity Administration Suite

That is an option of the "Extended Properties for Entries" plugin.
It builds and refreshes a cached version of all your entries. This cache is used, so that markup plugins like emoticons, bbcode and so on do not need to be executed on each pageview, but only once.
If you started with a fresh serendipity, the cache is built for each new entry, so you actually don't need this button. If you ever later uninstall a markup plugin or install a new markup plugin, you might want to use this functionality, though.
