Alternatively, if no one has any great ideas about how not to get a Forbidden error on changing the name of the blog, etc., does anyone perchance know WHERE this data is stored (so that I could possibly edit the data manually?)?

That data is stored within the Database table "serendipity_config". Just browse that table with phpMyAdmin or something similar, and lookout for "blogTitle".
