Different language in blog and in admin mode

Is it possible that easy use two different languages, one in the admin part and one for the visitors of the blog?
In what file do I have to change?

Yes, that's possible.
Change the language of the blog in the "Configuration" screen. The language of your admin panel is controlled by the language within your "Personal Configuration".
Note that during you're logged in, also the frontend will use the language you configured. Use a different browser to look at your site like a visitor would do.
You may also want to enabled "Language auto-detection". This will use the language that a visitor has configured in his HTTP-ACCEPT Browser settings.

I´m not sure I fully understood.
I want for example swedish in the admin interface and english for all of the visitors.
I can adjust the admin language in configure but how can I adjust the language for the visitors?

You can adjust the personal language in "Personal Configuration" and the visitor language in "Configuration".

Ok, now I understand.
But there seems to some problem.
When I change/try to change in "configuration" and save... the setting is still the same as in "personal settings".
And if I change in "personal setting" and saves, it changes in configuration to... so I always get the same language in admin and visitors page.
Is it a bug or just me
