How cna u config a block?

If you're thinking of "block" like Joomla! or Slashdot, you can't. Serendipity isn't a Content Management System (yet).

If you're thinking about the sidebars, you can change most of their configuration from the Admin page, under "Configure Plugins". Colors and such are usually specified in your theme's styles.css.

and if you're thinking about something else: Tell us more and use a DESCRIPTIVE TITLE
