Can someone make this plugin? It will be very useful for blog/website promotion.

One can only make such a plugin, if you tell us, what it should do.

What is a "Topsites plugin"? What does it do?

Do you maybe mean the "Top Exits / Top Referrers" plugins? Or maybe a "Linklist" plugin? Both already exist for Serendipity...

You still have not described what exactly you want. No arms, no cookies.

Why not use an existing PHP topsites utility and embed it via externalphp or wrapurl Serendipity plugins' into Serendipity?
