How to configure the WYSIWYG editor buttons?

When I use "Simple" as the WYSIWYG editor settings, I still get a bunch of buttons ... each with text alongside it. Which makes the toolbar very overcrowded.
How can I adjust the standard editor not to show text, just buttons, as before?
