Can't configure ping

I want to enable the weblog ping plugin - I confirmed that the directory and associated php file are in my plugins directory, but when I go to configure plugins and click for a list of new event plugins, weblog ping does not show up on the list of event plugins. Does this mean it is installed and working? If yes, how do I edit the sites I want to ping?
