[fixed] Editing users in 0.9

Freshly installed 0.9, absolutely no configuration changes made
"manage users" => "john doe" [edit] => save
I get a @define('CREATE_NOT_AUTHORIZED', 'You cannot modify users with the same userlevel as yourself');
But as admin, I should be ablte imho.
