Change of Protocol for pingback?

Hiya,
Got the following error and I needed help understanding exactly what is going on.
I'm thinking that it is a remote problem with rpc.weblogs.com but I'm not sure. Did they change their protocol for pingbacks? Has anyone else been getting this error lately or is this just a temp thing? Any input anyone has would be helpful.
