I'm thinking that it is a remote problem with rpc.weblogs.com but I'm not sure. Did they change their protocol for pingbacks? Has anyone else been getting this error lately or is this just a temp thing? Any input anyone has would be helpful.

This just means that your webserver cannot connect to rpc.weblogs.com.

This means that either this server is down, or your server is blacklisted. But there's nothing in s9y that's wrong; it might be a temporary network problem.
