Hi,

I want to set my blog's language from English to German. I save this setting under Configuration. The saving of the setting is confirmed.

But when I reload the Configuration page the setting is back to English.

Do I need to download additional language files? Why does S9Y not complain about anything?

Check your personal preferences, there you need to set the language to german as well.
