Copy or install Serendipity?

Can I just copy my serendipity directory to the new server or do I have to install it and then change all my tweaked files? The domain is the same.

There are two components to your serendipity installation:
1) The file system
2) the database
You can copy your file system in its entirety from one hosting provider to the other.
You can export your database from your old provider, and provided everything is identical on the new provider (database name, database username & password), you should be able to import it without a problem.
