How do I setup a mailbox so that users of the blog may be able to send personal messages to each other?

That's not Part of serendipity; you should use E-Mail for that.

There is a group notification plugin that allows admins to send notifications to the login page of the backend. I really recommend you to instruct authors to contact themselves via email. This is the most proper system for it, has best archiving purposes, and is most stable to use.
