Is there such a thing as a plugin for a POP OUT window?

I could have a go at hard coding this into a static page, but not sure if JS or html works best in S9Y?

I want to emit the SHOUTcast widget in a separate window, appropriately sized, and called from a button or link in the page or sidebar. Any thoughts?
