I would appreciate it if someone could explain to me why I receive the message "tackback uri not found."

URI = upper respiratory infection

Seriously, I receive that message repeatedly and do not know its implications.

It's University of Rhode Island No, sorry, just kidding. Like many others, this abbreviation is used for many things. We use it for this: http://www.w3.org/Addressing/

The exact error message means this:

When you enter links in your blog entries, Serendipity will follow those links and see if they links point to foreign blog entries. If they do, serendipity will post a Trackback (http://www.s9y.org/48.html) to that site so that they see that you refer to them.

If Serendipity finds out that a links is not a Trackback URL / URI, it will give you this message.
