Can someone tell me what the following error means?

That looks like an incomplete error message. It appears to be the error printed whenever a "ping" fails. A ping is a notification that a blog entry has been created; several services use pings to add your newest blog entries to their listings.

The service in question isn't accepting your pings. The error indicates that the service is down, blocking your IP, not recognizing your blog as registered with their service, not actually using pings, or otherwise unhappy with you; in general, it is not returning the expected "OK" message. If you turn on debugging in the ping plugin, you can see what the specific message is, and that might help you figure out what's going on.
