Can users create their own blogs

Hi I am new to all this, and i have installed Serendipity inside another website to function as an extra service for the visitors.
Now my question is : I want Serendipity to work so that when users log in they can create their own blog. If possible how do I do this ? And if not possible what open source CMS allows this feature ?
