User Access Level

When I login as a 'Chief Editor'(Access Level=1)
I can only add a new user as 'Standard Editor', (Access Level=0), that's fine, everything works fine til here
Then I tried to edit this new user,
if I change Access level to 'Chief Editor',
then save, it successfully updated the Access Level.
(it didn't return the error "You cannot modify users with a same userlevel as yourself")
Then I can't see the new user anymore.
