IE/CSS problem - Changing pages disables stylesheets

Okay, first here's my setup:
Windows XP SP2
Internet Explorer 6.0.2900.2180.xpsp_sp2_rtm.040803-2158
No toolbars installed
Cleared cache
If I load up by site (http://angrychimp.net) the index page loads fine. If I click on any link at all, the next page that load will not have any styles applied to it, as if it was unable to load the stylesheet. However, if I refresh the page after it loads, it loads the stylesheet fine. This happens both on the standard viewer pages as well as in the admin section.
I'm using ver. 0.8-beta4 installed fresh today. This problem doesn't happen on Firefox or Safari -- just IE. I've got most of the default settings still in place. I don't have URL rewriting on, all my paths should be correct, but the only thing I'm not positive about are the file permissions for some folders/files.
I'm using Cpanel, and I don't have shell access to my folder, so I might have missed some files when setting write permissions. Could I have missed some files that need to be write-enabled so that this won't happen, or is there something else I'm missing?
