Reader Entry

We have a real estate blog and we are using Serendipity and are very happy with the system.
We have a category called "Ask the Realtor" where we would like readers to be able to submit questions on the blog so that we can answer them. We would like to have the questions appear as a new entry on the main page and then be able to answer the questions in the comments section.
Currently it appears that the only way to do this is to allow the guest to "Self Register" as an author. This then enables them to post a new entry and we could in turn comment. The only problem is that using this method, they have access to the media library. We would prefer not to have this.
Is there a way around this where a guest can quickly (easily) register, post a question (or new topic) that we could review prior to being posted and them provide a comment similar to this forum?
If Serendipity is not capable of this, would we be better to go to a Forum type system and if so, what program do you suggest?
