Ladies & Gentlemen,
on http://ats20.de/blog I upgraded from 1.0 to 1.3. Since then my umlauts (and some other signs, e. g. » and «, are broken. I did not change anything afar from upgrading.
My settings: Charset selection: UTF-8. It's the same if I change in "Datenbank-Zeichensatzkonvertierung aktivieren " between "yes" or "no". And it's the same if I change to another template as I have done now to try with a bulletproof design.
What's more: I am not able to change the language of my administration panels from English to German.
How to fix?

Hi!
A first thing, after your 1.1 upgrade step you might need to delete your browser cookies for your blog. This should at least change your problem with not being able to switch languages.

Second thing: Your blog template tells me it uses ISO-8859-1 (check the HTML Source), not UTF-8! Check your configuration and set it to UTF-8 again!
