Shared Install and # of SQL database

Hi,
Like many others, I am looking to offer to my members the possibility to have their own blog on my web site. Do I really need a seperate SQL database for each?

If you want those people to have their own blog, yes.
You can also use a single blog installation and setup sub-categories in which your authors can post. That would use a single database, but then everyone logs into the same blog. You can use the group permissions to divert read/write privileges, and you can also setup specific templates for your sub-categories. To a certain degree you can also manage specific sidebars for specific categories, but all event plugins are shared across all installations.
