The place of 'uploads' directory

Is it possible the 'uploads' directory to be outside serendipity directory tree?

Only if you put a symbolic link to the upload directory somewhere below the serendipity directory, so that http://Yourblog/uploads/ can still be accessed.
You can then set the upload filesystem directory to "../../../ labla".
