I installed Serendipiti blog tool on my server
My intention is to propose user to creat their blogs but I dont find that link
How to do it?

Serendipity does not allow users to create their own blogs.

You can only use the plugin "User Self-RegistraioN" to allow visitors become an author on YOUR blog.
