Looks like your server is offline (no, I don't think so), or that php is running in safe mode with the fopen uri-wrappers disabled.
Ask your admin to enable them.

Hi!
Definitely, like I guessed. Your server does not allow outgoing connections. Without that, spartacus and trackbacks won't work. Check back with your server admin, as jannis suggested.

hmm, They say they do allow it....
But they did some tests and going to look for a solution.

Ok, The bug is probally fixed because my host has updated the php version from 4.3.0 (something like that) to 4.4.0.
