To make this very clear: This is not about Don's admin theme at all. Besides making it easier for users to find stuff, remember that this is also about making it easier to style the backend and to get rid of a lot clutter there. Because a (new) user doesn't know what plugins are or could do in the first place. It's not a proper label for the functionality they provide. Picture these groups as collapsed menus where users only see the headlines in the initial state.
