Sidebars and plugins gone

I followed directions... Changed the file from 1.3 to 1.2.
Went to admin where it gave all green writes and said I dont need to do anything but click the button on the bottom to upgrade to 1.3.
Did so, it said okay and gave me the admin screen.
But the categories still dont work.

They seem to be there, they show up in the article footers, they are all listed with names and descriptions in the categories admin screen, but when you click the edit button the names and descriptions are gone and replaced with the ">" character.

Hi!

Are you absolutely sure you upgraded from 1.2 final? The category DB table was last changed in version 1.2-alpha2 so you might have installed another version? You need to enter the exact version you upgraded from. To be sure you might want to insert "1.1" instead?

No I am not sure, in fact I think I was using 1.1.2??
let me go try this...
