Userlevel for comments-only?

I'm not entirely sure if this is already in the works, thus pardon me if I missed it :)

In S9Y 0.8.2, userlevel 0 rather unfortunately still allows some access to the settings, which I find annoying. I'm currently looking for something that will allow not only a userlevel where the only permission granted is commenting (and possibly a personal layout/style/whatnot while logged in) and that could be self-registerable.
It's not quite that I want to disable anonymous commenting, but add a few perks to registering (e.g. not letting someone else use your username, remembering settings like Gravatar, style, read posts, etc.).

Is there anything of the like already in the works? If not, how hard would it be to implement this (either via a plug-in, or otherwise)?

Serendipity 0.9 (currently being developed) supports fully granular privilege system where you can control access over anything via Access Groups. It was made specifically for what you're requesting.

The support for this permissions is already quite complete and seems to be working well for most people.
