Can I set Seredipity to automatically approve all users who register to be able to post to one blog. Obviously I dont want all users to be able to administer the blog, but I want everyone to be able to contribute.

There is a plugin, serendipity_plugin_adduser (or was it event_adduser...) which you can use for User self-registration. Did you try this?
Much work on this area is currently done in our Serendipity 0.9 branch, where you can also have users log in which will then not be able to do anything. On the plugins mentioned above you can already assign USerlevels to new users. Choose the "editor" userlevel so users will only be able to post but not to administer anything.
