Path Problem on IIS

I tried the latest version of 8.1 and it installed nicely from the root of my directory, but then starting adding weird garbage to the end of the path. I was able to hit the back button and log into the admin remove the forward slash on the path the website. This fixed theme so it worked in the admin area. The front page wouldn't work. I kept getting an error in Smarty.class.php and it was adding garbage to the path.

Can you please be specific about this?

Tell us what "garbage" you actually get, what the URLs where and which Smarty Error you got. Only with this we will be able to help you further.
