I am setting up a blog for my daughter's store and I don't want people to register or post on the blog other than my daughter. Is it possible to turn off registration somewhere? I have looked but I can not find it.

No one can "register" to be an author unless you specifically allow that via a plugin. If you do not want the front page link that says "Open Adminstration", or "Open Login", then login to the admin backend, select "configure plugins", and move the sidebar plugin labeled "Blog Administration" into the hidden column.
Without that link on the frontpage, however, you will need to know what the actual path to the login screen is, which is http://yoursite.com/serendipity_admin.php
