Is the PING utility a plugin? Where is it?

I've just installed s9y v.1.2.1. I'm trying to figure out if services are being pinged when I post my entries. Is the ping feature a plug-in or is it built in? I thought I used to be able to manage the list of services in older versions of s9y?

The ping event plugin is called "Announce entries".
