Ok, I went to the admin page, changed the layout, typed in a test entry. Now what do I do? How do I make this appear on my web address as a blog?

I'm going to assume you have a standard install.

You probably put the software in it's own directory.
Ex.
http://www.yourdomain.com/serendipity/ as opposed to what your expecting
http://www.yourdomain.com

Yes, I believe thats the way it is set up.
