It's been a little rough tracking down all the areas where the dates are formatted. Still haven't found them all, so I have different date formats appearing in different areas.
I would be great if a single date format was set in the blog general preferences, and all pages/plugins referenced it.

Sadly, this is not easily possible. It would involve editing ALL templates and ALL plugins to support this.
Plus, also on many cases it's wanted to have a different date format then in other areas, so IMHO the possibility to change it per-plugin is much better. You only configure this once, so IMHO it's not really a huge task.

Not necessary.
A gloal setting might be easier for some users, but don't you want different formats in different context? Also Serendipity has multi-language capabilities. I never have seen a blog using it actually, but different languages/locale have also different formats.
I rather see the developers addressing other things. (Don't have a wish right now)
