I get the message "Notice: Permission denied in /home/u7/celect/html/cblog/bundled-libs/PEAR.php on line 848
Permission denied" when ever I try and get an fetch an image from another web site using the add media link on the administration page. Can anyone help?

Hi!
That means your webserver is not allowed to open this foreign URL, because it's firewalled. Thus you cannot fetch remote images on your server, I'm sorry. You can try to contact your provider and ask him if it's possible to change the firewalling.
