When a new user with no rights other than administrate comments makes a comment, at the bottom of the comment window it says email addresses will not be made available except to verify. But if this new user clicks on any of the names in the comments above, there is their email address (though it has a spoofed @). So that statement seems not to be true.

Also when a NON USER hits comments up comes the text and links to log on and register followed by a red statement that THIS AUTHOR DOES NOT ALLOW COMMENTS. I have checked ALLOW COMMENTS in the admin. So that statement seems not to be true.
Which makes it sound like that author (me) is a butthead! :)

My point is that I want to SELL the idea of a non user making comments and registering, to cajole them, not coldly direct them.

That's true, email addresses are shown to loggedin/registered users. Thus the text that describes the option is not clear enough, it should read "except to be verified by logged in users".

Check if the ENTRY really has "allow comments" enabled? Also certain settings of the spamblock plugin or user-self registration plugin can provoke this message if the reject a message, the one you see is a generic one that always comes when a comment is denied.

You can change the custom texts in your template file of course. :)
