Users that are allowed to registered at my blog host??????

On your blog host system, I want to have a hosting service for my friends and family and don´t allow other users to register on my page for a host. Is this possible?? In any settings or something??

Yes. By standard installation Serendipity does not allow free registering for new users. You need to manually add a plugin for 'free registering', if you wanted that.

So you can only create the users you definitely want to create. No problem.
