'C' means fixed in CVS.
Does Sticky posts mean that I can fix one or some entries to be on top of the list regardless of the date they have been written?
If not, is such a feature useful for others or even planned to be included?

That's exactly true, Sticky Posts exist in Serendipity 0.8. You need to use the 'extended entries' plugin for this.
