Permission Denied Error

I added the announce entries plugin and get this error with a new post.

Sending XML-RPC ping to host rpc.pingomatic.com...Permission denied
Notice: Permission denied in /home/u2/alphap/html/cblog/bundled-libs/PEAR.php on line 848
Permission denied

Pingomatic is the first site in the list. How can I correct this?

Could it be that Pingomatic is down? Do other announce services work?

I removed Pingomatic from the list and the error occured on the first site in the list, blo.gs:

My site is hosted at aplus.net they have your blog as a tool available with my hosting package. They have an automated installation.

The ping is not happening. Any ideas? Could this be a server configuration issue?

Hi!

It could be that your webserver is firewalled and not allowing outgoing connections, can that be?
