Blog title and description help

I'm having a hard time understanding how to keep the header text on entry pages from changing when reading a single entry. I think I know where the code is but none of the changes I'm making seem to work.

So the idea is I want the blog title description in the header no matter what page I'm on.

try changing the index.tpl (or entries.tpl) file of the template you wish to tweak
