How can I make the "Powered by" plug in open in a

I have checked just about every .tlp looking for the HREF to make it I suppose =_blank, but I can't find the link anywhere.
Could some one please tell me the file and location of the code to modify as well as the modifications needed to make the power logo plug in in my side bar open the SP9 site in a new window instead of _self which is taking folks out of my site.
