I just noticed the options to convert to other languages on my blog that I don't remember adding and can't find a plugin to remove it. Is this by default? Kinda cool and no big deal but didn't think it was there a few days ago. Maybe it just showed up since I upgraded to 8 alpha 4.

There were some new languages added to latest CVS, and the dropdown auotmatically shows all available language translations; so yes, it's a feature 
You could edit the values of the dropdown by editing include/lang.inc.php - but I wouldn't know why one would want to remove languages
